1. Any user who causes damage to library materials will be charged for replacement. Marking of books and other library materials will be regarded as damage.
2. Short loan materials may only be used within the library premises for a maximum of two hours or issued overnight loan.
3. Readers and borrowers will be held responsible for publications lost while in their custody and will be required to pay for their replacement at prevailing market rates.
4. Only registered users will be allowed to borrow materials from the libraries.
5. No user shall take a book out of the library unless it is properly issued.
6. All persons leaving the library must show all books in their possession at the exit.
7. Fines will be charged for late return of books at a rate to be determined from time to time
8. Smoking, eating, and drinking is not allowed within the library. Defaulters will be charged a minimum ksh.200, the same fine will apply to improper conduct of any breach of library rules and regulations.
9. Use of mobile phones within the library is not allowed.
10. Users are expected to behave, dress and present themselves decently at all times.
11. The librarian shall have the authority to withdraw or deny one use of library facilities due to disregard of regulations.
12. In case of other misconducts, a user maybe banned from accessing the library.
